SUMMARY:Débat sur l’obligation de servir - système de milice
DESCRIPTION:L’obligation de servir est en crise. L’armée semble souffrir d’un manque d’effectifs chronique sur le terrain\, elle est confrontée à une baisse de la motivation de ses troupes\, à une “fuite” toujours plus importante de ses conscrits vers le service civil et a de la difficulté à pourvoir ses postes de cadres. \nMais\, au-delà de l’obligation de servir\, c’est le système de milice suisse tout entier qui est en crise ; système qui a pourtant fait le succès de notre pays pendant des décennies. L’engagement bénévole des citoyens diminue et avec lui la culture de milice dans de nombreux domaines de la vie civile (sapeurs-pompiers\, politique communale\, associations diverses\, etc.). La Suisse risque ainsi de perdre l’une des caractéristiques essentielles de son génie politique entraînant la disparition progressive de son armée de milice. Faut-il dès lors repenser notre modèle ? Si oui\, comment devons-nous le refonder ?
