How serious and how massive is the problem? What are its implications? And what can/should be done about it? \nDuring this forum\, organized jointly by EPFL’s Center for Digital Trust (C4DT)\, the CyberPeace Institute and the Graduate Institute’s Centre for Trade and Economic Integration (CTEI) in Geneva\, we will discuss not only the technological aspects of this phenomena\, but also the regulatory role executive and legislative branches of governments should play. Face à ce constat alarmant\, certains pays\, ainsi que la Commission européenne se préparent à légiférer. \nPour son symposium\, la HEG-Genève a réuni des spécialistes de cette question pour apporter un éclairage en 3D : politique\, économique et scientifique.

SUMMARY:Le fédéralisme contre les manipulations politiques
DESCRIPTION:Le marketing politique est désormais équipé de puissants outils qui permettent d’influencer l’issue des scrutins. Canal de propagation de nombreuses manipulations politiques\, le réseau social Facebook s’est récemment retrouvé au cœur d’un scandale lié à la diffusion de données personnelles des utilisateurs. \nLa Suisse est cependant relativement immunisée contre la propagande politique moderne (fake news\, big data\, astroturfing\, etc.) grâce au fédéralisme et à son système politique de milice. C’est l’hypothèse que nos deux conférenciers viendront défendre\, en s’appuyant sur les travaux du philosophe et mathématicien Nassim Nicholas Taleb. \nSelon Taleb\, la Suisse est le pays le plus anti-fragile du monde. Il définit l’anti-fragilité par la capacité non pas à résister à un choc mais à en profiter. Ce qui est résistant supporte les chocs et reste identique; ce qui est anti-fragile s’améliore. Cette qualité est propre à tout ce qui est modifié sur la longue durée\, à l’instar de notre système politique. \nM. Alain Mermoud est doctorant à HEC Lausanne. Il a développé un intérêt marqué pour l’œuvre de M. Taleb après l’avoir côtoyé professionnellement dans le monde bancaire. M. Kilian Cuche est étudiant en sciences de l’information et réalise actuellement une étude sur les besoins et pratiques en Intelligence Economique dans les partis politiques suisses. Ils nous présenteront ce sujet mercredi prochain 30 mai\, à 20 heures\, dans les locaux de la Ligue vaudoise\, place du Grand-Saint-Jean 1 à Lausanne.
